It maybe (and just guessing here), that files are compressed and you need extra space to uncompress once its downloaded. So it says its 20GB... but it needs space to uncompress it... which means extra space :D

yeah it's annoying, I've had similar stuff on PCs before so maybe it's something to do with deleting stuff over time? I think i read something about it once



Hmm, I guess they have some space reserved for updates or other unforeseen errors that could come with filling it up.



I don't know why for an update, which should be small. But for games the PS4 will reserve the game size roughly twice, half for the update file to be saved into, and half as installed files. Just the same as PC usually does it.

This "not enough free space" thing happened to me for the first time when I was trying to install Hitman. I had to delete WAY more than should have been necessary to get the game going.

Edit: turns out it was a 21GB update, which is pretty sizable but should surely still fit on to the 41GB of free hard drive space... yet PS4 said no

Go to the safe mode screen and chose rebuild database



 

 

I wondered this myself, made things extremely annoying before I upgraded my drive to a 2 TB and needed to manage my storage really well.
