1080p/ 60fps should not be a problem for Project Scorpio but 4K / 60FPS is not easy. Frame Rate Upscaling will make it possible to run games at 4K / 60 if needed.

uhm.. that video seems a bit too optimistic there

if the games logic (handled by the CPU) is running at 30Hz that means all user input is tied to this cycle, however the user might benefit from enhanced clarity by 60Hz output, especially when motion blur is greatly reduced as a consequence, making him feel more aware of the situation hes in

well, I hope it's not interpolation, as that technique calculates an inbetween from already completed frames - withholding completed frames leads to additional input lag, which usually means added frustration "why did my character not move when I pressed?"

Its always about where the bottleneck is... Most games can achieve 4k 60fps on decent hardware but there is always a sacrifice. So if the bottleneck is gpu related, then there are a few techniques companies can do such as lowering the graphics settings and/or upscaling. But if it is cpu related, which it usually is with consoles, then it is a lot harder to achieve 60 fps regardless of resolution.

Point is (might watch the video when I get home) dont expect 30fps games to go 60 fps but 60 fps games will be 60fps even in 4k for scorpio imo. As to what settings it will use is the question.
