Jill Fizzart in Fire Emblem Path of Radiance.
Watching her mature from a bigoted kid, only to open her horizons as she sees the world around her, and cast aside her old prejudices, was one of my favorite character arcs in the Tellius games. Her development was natural and realistic, and something that hits close to home for anyone from a background like that. I've played the game around 5 times now...and I use her every single time, since I love her story so much.

That's kinda hard to say since there's a lot of games with excellent character development. I'll go with a more recent one, mostly Tokyo Mirage Sessions #FE since that game feels like 'Character Development: The Game'. It happens quite literally and it's just overall nice to see where the characters start and how they end up by the game. Their growth is overall a joy to see.
