Some parts of Chrono Cross looked really beautifull for their time.
I think Final Fantasy IX edges it out but... yeah these 2.

Ah... I see. So pre-rendered graphics don't count as good graphics. So most any non 3D games are out of the equation, because reason?
Graphics are graphics. Even if they're pre-rendered, there's still art and craftmanship backing them.
I was impressed by Wipeout graphics at the time. I haven't played that many PS1 games but I'd have to vote for GT2 from that list. I enjoyed the Crash games and the later ones seemed to have pretty decent graphics also.
Gran Turismo 2 had amazing graphics and physics for a PS1 game.

Chrono Cross my fav, playing it on PSP was some of the best gaming experience ever for me.
Deus Ex (2000) - a game that pushes the boundaries of what the video game medium is capable of to a degree unmatched to this very day.
