Ah... I see. So pre-rendered graphics don't count as good graphics. So most any non 3D games are out of the equation, because reason?
Graphics are graphics. Even if they're pre-rendered, there's still art and craftmanship backing them.
I was impressed by Wipeout graphics at the time. I haven't played that many PS1 games but I'd have to vote for GT2 from that list. I enjoyed the Crash games and the later ones seemed to have pretty decent graphics also.

Chrono Cross my fav, playing it on PSP was some of the best gaming experience ever for me.
Deus Ex (2000) - a game that pushes the boundaries of what the video game medium is capable of to a degree unmatched to this very day.
