Arya Stark.

The yet to be, assassin in training for the many faced god?
A good woven illusion magic can be a powerfull thing, in the hands of a decent fighter.

The most powerfull blow? the one you dont even see comeing.

Arya and Jaqen are definetely lethal, but i was unsure of how to rank them, since assassination is a different skill set.

The Hound. It was bullshit that they allowed briene to beat him. The Mountain certainly is no pussy, but good fighter? He is slow as hell and could easily be beaten. It just so happens that that one asshole who fought him was a deuce and had his head crushed.
Oh, and some amazing assassin, warrior Aryas mentor is he could not even escape hiscaptors in season one.

Sure, because he is so easy to beat, he did his thing for decades, like murdering people randomly, raping innocent girls and even kill a princess. But yes, easy to beat...

1. Ser Arthur Dayne
2. Daemon Blackfyre
3. Aemon the Dragonknight
4. Barristan Selmy

I think Barriston and Ned are greatly under-rated. So is Jamie, who is supposed to be one of the best. The Faceless Man is probably pretty bad-ass too, though he mostly just assassinates people. Grey Worm should be mentioned as well.

But at the top of the list? Wun-Wun, obviously.

Jaime Lannister was the strongest fighter. when he had both hands, he was truly the best swordsman in Westeros. And Stannis Baratheon A natural warrior who is regarded as one of the finest military commanders in all of Westeros.

Syrio Forel has potential to be S class if rumours of his death have been greatly exaggerated.

Stannis?! No way. He didn't really show his skills and as a commander, he also failed in the end.

Jaime Lannister seems to be above most of the characters. Robb was very smart to avoid fighting him when he challenged him lol

Book versus show have very different versions of that character (especially in regards to Northern Campaign), so understand  why people feel so differently about him.  We don't even know how it ends for him in the book, but guessing far better decision making and complex battle tactics.

In the end, he will die. Most of his army is also gone in the books, IIRC.

Without Melisander killing his brother, we don't know what would've happened in the fight.

He also lost seriously at Blackwater.
