As you noted, there would be loads of ice types, but they could also do a lot of ghost types...

They could have an area inspired by Fallen Monument Park in St. Petersburg with a bunch of steel types...

As you can tell I've given this a fair amount of thought...

Of course the starters have to be a bear on a unicycle, a two-headed eagle, and a dachshund (I know dachshunds are German, but they are unbelievably popular in St. Petersburg)...

You live in Belgium and you don't know how big cycling is here? Boonen? Gilbert?
Latin America sounds sweet indeed. How about a Pokémon game in the past? Would be a huge megaton plot twist lol.

As far as watching it behind a screen is concerned, yes.

IRL there are public bikes available for rent here, they just sit there all day until a "bobo" comes by.

Please just go back to Japan. I see enough Americanized stuff all day. That was one of the magical parts of the first 3 generations, it was based on a place that was so far out of our understanding as kids and adults. Just an opinion.

10/10 would choose as starter every time

I want to earn the hammer and sickle badges, foil the plans of the region's villainous gang in their Kremlin hideout, and catch Articuno on the peak of Mount Elbrus.
