I suppose he could have sprayed her in the face with pepper spray, or clubbed her with his baton. That doesn't really sound like a huge improvement, though.
And what exactly should people have done? Even assuming that the punch itself was some sort of "abuse of power," he did nothing wrong except for the single punch.

If she done something generally wrong. People, instead of watching could of helped the police men or the women depending on what they though. Unfortunately to people there it is a fight and is seen as entertainment and so do nothing. Did she even do anything that is actually a crime?

Initially, it was jaywalking. When he tried to cite her, she pretty much ignored him and tried to walk away. He dragged her back, and she started a fuss, so he decided to handcuff her. Then her friend (the one in pink who got punched), came at him as he was trying to restrain her, shoving him and grabbing his arms, and when she wouldn't back off he punched her.
As far as I can tell, it was pretty much SOP until her friend started pushing him around and he punched her.
