Rockstar, Naughty Dog, and EAD.

Naughty Gods, the greatest asset that Sony WWS has at the moment, and easily my favourite developer of all time by a country mile.

Honourable mention to Lucasarts for Kinect Star Wars.

Ubisoft Montreal - not all stellar titles, but sheer amount of great games they released this gen is a feat of its own.

Being that Fallout 3 and Skyrim were my two fav games this gen, I'm gonna go with Bethesda.

Valve's prolly a close second with Left 4 Dead and Portal 2.

Infinity Ward were at one point another fav, but they are now a shell of their former selves and the last couple of CODs they did weren't up to snuff with the first Modern Warfare.

Those who did both Galaxy games. The #1 and #3 highest rated games on Gamerankings and #2 and #3 on Metacritic.
