but that makes it pretty useless to pretty much the majority of the western gamers. Same with most non localized games on any region free system. Only exception to this as I see it are the fighting games.

Not quite. The DS and PS3 games were announced simultaneously, but in effect DS version was a timed exclusive. One could argue endlessly whether the DS or PS3 versions (as they are slightly different) is the definitive version. Of course because of the HD-ness and the fact you can play on a 80" TV screen (if you have one) makes the PS3 version definitive for me. But if you think touch screen is all that and a bag of chips and that it came out first then you might say the DS version is the definitive version.

What are the differences between the (2) games?
I ask this because the DS game is translated as "Two Countries: The Jet-Black Mage" and the PS3 game was translated as "Two Countries: The Queen of Sacred White Ash".
