Not a Dylan tune. It's one of those songs like 'A Horse With No Name' - many think that America song is done by Neil Young. Anyhow 'Subterranean Homesick Blues' would substitute fine.
I have to agree, though. While not his strength, Dylan certainly not devoid, or even lacking, of some good melodies.
On topic: Nothing against Taylor Swift as I'm not really familiar with her, but from what I had heard of her nothing seems particularly cleverly written. It's seemingly a very, very odd comparison to make.
