There won't be region restrictions on the retail release. Blizzard always separates players of different regions in their Betas. I assume there is a good reason for it that just hasn't been publicly stated yet.

Well usually there are Battlegroups, which is "kind of" restriction. In W3 you have 4 gates, 2x for NA, 1x EU, 1x Asia. You can join other BG's but with different accounts and get ready for some serious lag.
BTW for all those wanting to try Beta - on torrents there is already cracked beta with simple AI to play against on few maps.

Well... so far I haven't won any game because I'm playing it like it's SC1. I haven't played much yet though. I guess I have to play against the AI a few times to get the hang of the new units.
In terms of bugs, the voice chat doesn't work at all for me (and I heard you have to explicitly tunnel some ports in the router, which is lame as other games like TF2 work fine with voice chat).

Got the pirated version just to see how it olooks and it looks pretty nice, though some abilities did look as if they could be a bit overpowered.
Played some on my friend's account since he doesn't play all that much and I have been getting my ass handed to me. I feel like I have been too spoiled by recent RTSes and my abilities to play well in real RTSes have gone down quite a bit it seems

According to Blizzard the Terran players are getting owned even in the top-skill leagues, so yeah there is definitely some overpowered stuff.
