If the console itself was being sold at a loss at the time then it makes a lot of sense, since they were almost certain to not recoup costs through game sales.

If the console was being sold at a profit, then it's not very smart business.

errrr what prevented the army from going to a walmart and buying 100 consoles? How many did they want? 10 000? they could have ordered from amazon and other websites that have big stocks as they deliver on a wide area... I mean this is dumb.

That or he asked MS to sell the consoles for 50$ a pop and MS said no... would make more sense.
