It is very strange we haven't heard anything about Mario Party 9... I think they've probably already developed it and are waiting until Wii sales slide again to bring them up by releasing it. That's the Nintendo way.
Not necessary right now. Plus 8 is fun and people still play it.

I hope 9 will come out this year, will use WM+, BB as an option, and will have online.

I really don't think we'll see another Mario Party untill Nintendo is in trouble again for software releases. I know some people are speculating that trouble will come in 2011. If so, then yeah we might see one next year. But I'm not so convinced.

People often blame the massive amounts of Wii party games on Wii Sports but I believe it was the one-two combo of Wii Sports and Mario Party 8 that did it. Nintendo should save such a combination of software for the next Wii in 2013.
