Persona 4 will be the biggest first week performer of a Vita title when it releases. Which is good for the system, because it will build up positive attention for once.

Is 25,000 for Vita the week of Persona 4's release a good possibility?

The games on PSP sold very well, as well as the 3DS games. Im sure that Vita will get a bump when the game releases!

I expect psvita will sell 40k in the week of Persona 4.

And Persone 4 still growing. I expect Vita to sell between 30-50k in Persone 4 week.
