Duh, of course there's restrictions. Naughty dog is exaggerating how powerful the PS3 is. Its more powerful then the 360 and wii but its certainly not infinite.
Nothing is infinite for sure, maybe what naughty dog is trying to say the cell is still not fully tap to its very limit. the question here is how far is the limit

"time" has told who were correct :p Technically, uncharted 2 is a much more advanced game than metal gear solid 4 in many aspects.
Especially in how it uses the processor.
While he did indeed do with it what he could at the time the game was released, if he made a new game today, he could go far beyond because of the experience his team has gotten with the hardware.
I have no doubt that a new mgs could be without any load screens and look even better - and be a big improvement over mgs4 with the experience they have today. If they really tried to push the hardware ofcourse.
And when I say that he did what he could with it. I really mean what he could. Since obviously everyone is different and different people will obtain different results.
You can have the most powerful system on the planet, if you don't know how to use it, it means nothing. There has been a learning curve for developers on the PS3, When MGS was developed the system was much newer, Ounce they started to learn hoe the cell worked killzone 2 came, then you have games a step ahead like Uncharted 2, Naughty Dog has done a few games on PS3 each time they have learned more about how to use the PS3. As other developers use the system more, they will also learn how to use the system more efficently.
Its been pointed out that the reason the PS3's gaming capabilities seem 'infinite' is that the processor is far more too powerful for the amount of RAM the machine has.
