The engine was too expensive. They need to make some "cheap" (doesn't have an impact on quality btw.) spin-offs to gain as much profit as they did last gen.

I guess they make 1 engine for every generation/true sequel.

I think we will get to see one, maybe two more GTA games this generation...the next one can be expected in 2011, while the one after that depends on the console war. If the current consoles are still out and there is no announcement of next gen consoles then we can see the third GTA title of this gen.
