By far PS1. There were a lot more and they were a lot better. I find turn based RPGs of late have been lacking in the emotional department. I had to read a lot of text back then, and I can't say I played a lot of RPGs from then, but boy did that text reading bring a tear to my eyes.

Didn't realize you already listed Legend of Legaia, Xenogears, and Chrono Cross..... Almost forgot Suikoden 1 & 2.

PS1 for me, i was a big JRPG fan back in the PS1 days, somehow the JRPG's from the PS2 failed to get any interest from me, i still have most of the PS2 RPG's but i got no urge to play them. i wont make a list of PS1 JRPG's because Xxian already made a nice list, oh wait i would like to add suikoden 1&2

What no Suikoden 1 and 2? 2 was the best JRPG ever and on the PS1.
Tho Suikoden V was pretty good on the pS2.

PS2 had more of them, but my favorite is a PS1 game.
