Well unfortunately the earlier ones were never scary just badly controller. More about shock factor due to some pretty bad controls. Although RE1 remake and RE0 were definitely advancements to the overall quality of the games, none of the originals imo would ever consider to be truly amazing games. Great indeed but had a lot of flaws.
Now I agree wholeheartedly that RE5 was a complete action game and completely lost its roots. But you can't make that same argument for RE4. It still had numerous instances of intense survival action, creepy and intriguing storyline, along with gross but interesting bossess and enemies. The game was atmospheric. Only difference was the intensity due to being very cinematic and of course having a competent well functioning control setup which the originals never had. Not bagging on RE0 or RE1 which I think are amazing, but they would benefit not lose for the RE4 setup.

The argument "boo-ho-ho, RE 4 is not scary at all, RE lost its survival horror roots" annoy me every time. The earlier RE were not scary at all. We think they were scary because:
1) Most of us were kids back them (12-15). Going from the Castlevania level of violence to "Holy shit, the hunter took my head as a souvenir" was a big shock.
2) The games were hard and had bad controls. It was a mix of limited saves, scarce ammo and health, agressive enemies, cluncky controls, cheap one hit kill traps. It was the fear of dying and replaying the last half hour again, not fear from the game itself. Once I had to restart RE 2 because I ran out of ammo and could not kill the lickers with just a knife.
3) Cheap BOO scares. RE 2 is the one that used it the most. Tyrant breaking the walls after you solve the puzzle and again after you run away, hands grabing you on the corridor, Licker jumping out of mirror room (this one made me buy new pants). Those are cheap scares.
RE 4 lacks factors 1 and 3 (and most of factor 2). However RE 4 was a very tense and atmospheric game. When I entered the village for the first time and was assaulted by 20 or so ganados that was harder than some of the earlier RE boss battles. Hell I died 5 times at least. When I entered one of the houses thinking I was safe, Dr. Salvador comes with a chainsaw to rape me. I used all my shotgun ammo plus most of the handgun and then he 1HKO me with the chainsaw. What about that part in 2-2 when the hut you are in get assaulted by 50 ganados at least? After that you have to kill 2 gigantes or the Bellas sisters. That kind of tension is what I seek in survival horror games. Also this brings up another of RE 4 strong points: its pacing. The game was always pushing the challenge to the limit without being frustating. Almost every chapter had something new or unique. the only dull ones are those that you control Ashley.
RE 4 may not be the game of the decade but it is one of the best games ever made.
