All consoles have Power PC Architekture like the CELL. The Xbox 360 Xenon is a PowerPC CPU. the Wii as the IBM broadway its PowerPC too and the GameCube had PowerPC Gekko from IBM. The WII can be emulated already. And the GameCube. The Consoles before used Mips Architekture the Xbox was just a PC with a Console Housing.
You can Emulate EVERYTHING. You just need enough resources. A PS3 Emulator will need a very very strong PC. But it will work. In an emulation you reproduce the Chips completly you can Emulate even the real world if you have a Computer which is powerful enough.
Ofcourse a PS3 emulator will take a while because it is a strong Hardware. But in 30 Years there are maybe PS3 emulators on MobilePhones
