The EU has been around for years and hasn't had a leader? Thats surprising
^ Call it a leader, but there's hardly anything for him to do as the European parliament or the European countries themselves decide in the end. The EU has maybe never had a leader as it implies a European Superstate (much like the US), which some are afraid off.

I think it's a joke about France and Germany always trying to conquer Europe.
I guess the Italians are exempt because they actually managed to conquer Europe.

President of the European Commision and President of the European Parliament have both been around for over 50 years.
The President of the European Commission is, if you like, the head of Europe. President of the Council sits at a table and bangs a hammer when people are being too loud

nah, its pretty much just a chair person role, though that didnt stop the UK tabloids breaking into there usual anti-EU histerics over it.

Along with France, Belgium is the most important country for European comics, such as Herge's extremely succesful and infuential comic-strip Tintin (Spielberg's & Peter Jackson's next big projects are three Tintin movies).
OT: The European Council President and the Representative for Foreign Affairs don't have real power- they are "just" representatives. I think the choice of a Belgian male (supported by the EPP = group of EU's conservative, centre-right parties) and a British female (supported by the S&D = group of EU's social-democratic, centre-left parties) has more to do with proportional representation and internal European diplomacy than anything else.
While the choice seems to be ironic at first (a Belgian representing the European Union, a British aristocrat representing European's foreign affairs), I heard van Rompuy was chosen because he did a good job in stabilizing his country and Ashton was promoted as she convinced the House of Lords to ratify the treaty of Lisbon, which seemed to be a hell of a task.
