I'd accept that the 360 in US and UK has a slightly stronger community, however this has nothing to do with features or anything IMHO, Live's slightly better party capabilties notwithstanding, but the nature of the games that are most popular on 360 and remain popular - i.e. Halo 3, CoD4 and Gears.
However, it's pretty clear to me as a casual MP player than CoD4, KZ2, etc. have near enough as strong a community on PS3 as anything on 360, just that overall there seems to be less focus from PS3 owners on online vs offline, something that may explain why many SP orientated titles sell better on PS3 WW currently despite smaller install base - or at least that's how it feels to me.
This probably is a response to 'ole Randy, but its equally flawed IMHO. L4D2 isn't on PS3 because the Source tech hasn't been properly ported to the PS3 nor optimized for it, and Valve don't want to bother right now as it readily supports PC and 360, nothing to do with how the title would play on the PS3 if it was properly ported.
Personally, playing on PC with mods and free content like Crash Course vs paying, I'd say it's the PC platform that's head and shoulders ahead - but he clearly doesn't want to say that, mindful of the transition from PC to consoles of many gamers.
Try to be reasonable... its easier than you think...
