For some reason ever since the 1.3 update I haven't been able to get in Home, it freezes everytime when it's "initializing".
Under what most of us would consider "active" I don't think this is true. It's open to enough interpretation that it could mean anything and technically only be bending the truth, not breaking it.
Sony's last update on PSN accounts had them at 82% of the WW userbase. So there probably are right around 8 million PSN accounts if that is correct and still a correct ratio for today's userbase. 50% of US PSN accounts actively using Home? It would be busier than Halo. Home doesn't have the right word of mouth or the marketing to reach that type of penetration in my opinion.

If it's not on their audited financial statements they can lie all they want, and commonly do. Remember "we are not planning to cut the price" and other BS like that?

I highly doubt this. I have a 100 friends on PSN and I can't remember the last time I saw someone using PS home

I have it,used it a couplr of times (months ago) but never used it since. Found it too boring.
