I hate it because it is like a sand box game with the name GTA tacked on. It does not feel like a GTA sand box game.

Killzone 2. its not a fps. it a FIRST PERSON WAR SIMULATOR!!!! ..The true PLAYSTATION 3 launch date and market dominations is SEP 1st 
Simply put, Grand Theft Auto IV is one of the greatest games of all time.
But to answer your question:
- It is an amazing game.
- It was over-rated by the media and currently stands as the second or third highest rated game of all time (tied for first depending on who you use in your average).
- It is hated on by gamers who went out expecting to buy the best game of all time.

yes also it got a higher Metacritic score than Vice City and San Andreas...and com on...its not nearly better than these 2 games!
it's a good game that didn't live up with the hype.
^^^I expected to have the fun I had with GTA SA. It wasn't even half as fun as SA.

It was just *really* overrated and nothing amazing.
What made it worse was that so many reviewers gave it such a good score when it just wasn't a 90+ game.
