Negative. Checking GameFAQs and verifying through Amazon JP and US, Square itself never had a hand in it. Closest thing to Square was Enix USA handling the SNES game in the Americas. In Japan, it was Quest, then Artdink, however, Nintendo themselves did have a hand with some of the later ones, such as the 64 and GBA versions. (Then there was River Hill doing a Saturn version, and SNK handling a NGPC version.) In the Americas, though, after the SNES, all of them (N64, GBA, PSX, and Tactics Ogre) were localized by Atlus USA.
I guess I can't rule out the chance of Japan seeing a VC release. However, outside of Japan, unless Atlus is willing to sell the rights to the Ogre series. It... may be possible? But given how the series has been essentially dead now for a while, I'm not seeing anyone being willing to step up to the plate.
