Honestly, 40GB isn't enough. Just get it and upgrade your hard drive later on.
I damn near filled my 40 gig HDD in under a week. I'm a media junkie though.
40GB is ok, if your proactive about removing install files once you're done with the games, and you don't plan on keeping any game demo's for too long after downloading them, it should be managible after 6 months...but if you want easy of mind, 80GB or high...it's really your choice in this regard as swapping the hard drive is really easy and doesn't void warranty.
Get 40GB if you don't plan to buy more than 5 PS3 games coz most huge/good games require about 5GB of installs, and you'll need about 20GB for trailers/demos/etc.
If you think you are going to be playing 15 games at once and then have zylions of demos on HDD it's not enough.
If you play something like 4-5 games at once and don't feel the need to have internet porn sites backup on your hdd then 40 gigs will be good enough.

you can buy it and then buy a 250 GB HDD and replace it.

Not for me. I use my PS3 for media storage and playback in addition to games to I put in 250GB with a 500GB external HDD via USB as well.
But I guess for pure gaming it's just about enough - so long as you're not a big Capcom fan!
Try to be reasonable... its easier than you think...
