Why do you think a game like Disaster won't sell? Of course if they plan on doing stealth releases like it has been the case for all the smaller 1st party releases, it's obvious they won't sell. No one knows about them.
But if they at least advertised them, then they would obviously get a lot of sales. Why would an action oriented game not sell if advertised properly? Did Red Steel bomb? Did NMH bomb? Did The Conduit bomb?
Following your reasoning, Nintendo should only make Wii ___ games or Mario games, since the rest is not as profitable. If they made the game it's because they expected it to sell, otherwise they might as well just cancel all their current projects and start making Wii Sports/Fit/Play/Music sequels and more Mario and Zelda games.
Sony was able to turn all of their new IPs into successes. Microsoft was able too. Nintendo is the only one having troubles, mainly because they do send their games to die. Unless they believe that the core market is out of their reach, and if they ever admit that I would instantly stop caring for Nintendo as a whole.
