Looking at Wiki, it seems that Soriku is right, but RED does have a fairly large stake in it. They do all the licensing for the titles and help publish it.

For this particular installment of the franchise Idea Factory developed it, atleast the Wii version.

Though I think the original version was made by the VC Sega guys and the port is being done by Idea Factory.
