Not really... it's true for almost every case... an exception is Infinity Ward... which is the only one I can think of.

Facts are that it's possible to do a lot with SPUs.

I leave it up to you to decide whether third party programmers are idiots incable of it (not too likely) or if  companies force them to do simplest ports to cash-in.

But Psygnosis Sony Liverpool is an old fashioned developer. Wipeout isnt cutting edge graphics anymore and the franchise is almost completely forgotten.
