ITS vs. IT'S
If IT IS a contraction, then it's going to get an apostrophe.
If it's not short for "it is", then leave its "S" alone. (This is an exception to possessives, as in "That is Jim's car." But then again, you don't say "That is hi's car" ... I hope.)
(To put it another way, "it's" MUST be interchangeable with "it is". If "it is" makes no sense, the apostrophe is wrong.)
