basic government mandated car insurance isn't about covering the damage to your car in an accident. It is about protecting you from the costs related to the damage a motor vehicle can cause. This covers damage to other people (both pedestrians and drivers), yourself, and to others property.
- Think how fucked your life would be if you got in an accident that made someone a pararpeligic, and you were given the bill to cover their care.

At least in canada the coverage you described to pay for your car if it was damaged in a crash (if it was your fault) is not compulsory, but is an additional expense one can take on if they so choose.
