Personally i think that its not to show that they are serious about the PSP..... i think its more to do with the Production costs on the PS3 and how little it sold on the platform... this way it will be cheaper to make.

I think he meant the first one was never on PSP and the 2 is being made specially for PSP, so they are probably adapting in order to fit in the PSP and to not be too short.

I believe the argument is that VC as it is now is not possible on Wii, and unless you think the PSP sequel is going to look exactly like the original (highly unlikely) that statement still stands.
