It's a lot older than that.  Good luck finding the origin though.

I've heard it came from Vegas back when the chicken dinner at all the casinos was less than $2.  So win a small bet and people might say, "Winner winner chicken dinner."

I've also heard the same basic story, but at a horse racing track instead of Vegas.

Then there is this story:

 I am a casino dealer in Louisiana and have heard this phrase before but since the latest movie there has been 10 fold increase in the use. Everyone thinks that it started in Vegas but the phrase predates the first Casinos by about ten years. In the 20's the Sperry Candy Co. of Wisconsin introduced the "Chicken Dinner Candy Bar" They would drive around give free sample to kids. "Winner Winner... soon became part of the marketing.
