Pretty much. Reviews are usually a good thing to go on, but too much emphasis is placed on the score, and not enough on the reviewers comments. Furthermore, sometimes review scores just outright fail, either for an individual, or as a whole.
For instance, one of my favorite games, that I've probably spent around 200 hours on, is Victoria, for PC. That game has a 59% average at Gamerankings. The reason is because (like most Paradox games) it's a very complex strategy game with an abundance of micromanagement, and a great deal of history (outside of WWII, history in video games seems to be a BIG NO NO, lol). Despite the 59%, a number of people like that type of game, thus making the 59% not really applicable to a VG niche. (BTW, I like most Paradox games, I chose Victoria because it has the lowest GR score, IIRC).
On the other end, after seeing the steady stream of 100%s for GTA4, I picked it up when I bought MGS4 + a PS3. I was disappointed, got bored and never finished it. In that case, the 100% reviews didn't really cover me well.
In short, you can have fun with a low-metacritic game, or get bored halfway through a game that reviewers seem to think is near-perfect.
