Yes, all UK games must be rated by the BBFC, though PEGI is often used alongside it. It's the BBFC rating that is legally binding - refused classification means illegal to sell.

It's a bug with games that have special characters in the title. THe process compares each field to see what's being updated and, for whatever reason, it thinks there's an update to the name. Not sure of a way around it at the moment - but why are you complaining in the first place???
