A pretty superficial take ... Halo is designed as a MP game from the start with the campaign being secondary. In order to maximize the MP potential compromises have to be made based on basic internet bandwidth issues - not necessarily 360 issues.
With the huge online player base that put in millions of hours with Halo2 the focus has been to make Halo3 an even better MP experience with a longer online life - Forge is an iceberg in terms of impact on MP play and people have only seen the exposed tip at this point.
The 360 has a lot of life left in it. Given that the PS3 has a long ways to go to even match 360 sales this is a huge change in the console landscape compared to PS2 vs. Xbox. Todays developers are swayed much more by installed base then console "potential" so it will be a long time if ever before developers feel that the financial reward favors porting to 360 from PS3 instead of the current port to PS3 from 360 model.
At this point MS will be even further along the console lifecycle curve and able to jump in front of Sony by 2 years if not more when the time comes to introduce the "next next" gen console.
