everyone was wrong, spinoff on HD consoles and main game on PSP. MGS4 team working on PSP version with Kojima heavily involved.

He knows that Sony fanboys are fickle but they'll be excited about even just a portable version of MGS if Kojima can explain why they should believe it be to better than something on a real next gen system. In fact, since the other game is on Microsoft's system, he knows that Sony fanboys will want to hear that the PSP version is super awesome.
