No it's completely possible from a technical standpoint, but logically it wouldn't make much sense.
Think Eternal Sonata on PS3, although the X360 sales for that game were pretty poo too.

Do you really think that's a fair trade off?
I really thought Valkyria Chronicles sold much worse, but half a million for a niche genre seems great.
My guess the only reason the 360 doesn't have a port is because they assume it wouldn't be cost effective to port over a year old game or Sony has some kind of deal with Sega and Valkyria, like most have stated.
