That's way too many people. If they had an average salary of $50,000/yr it would cost them $22,500,000/yr. But I think a lot of them are working for $20,000-$30,000 so it could be as low as $9 million per year.

Development teams grow as the project goes on. They liked grew expontiently as mass testing is needed to get a game like this out the door.
More people doesn't automatically equal better quality as the more minds you have working on a property the easier it is to lose a coherent vision. Obviously it means the production values are will be extremely high though.
The game is an assured seller so the large size isn't surprising.
It doesn't matter how many people work on it. It matters how many skilled people are working on it.
Isn't that a bit overkill just for 1 game? I wonder how much it costs by the time it's on the shelves.
