They're not the same thing.

There are a lot of games that give cutscenes and other speaking parts subtitles for the hearing impaired. 

As long as the Japanese is good in it.. I'm good. English VA in Valkyria Chronicles, for example, buries the Japanese one.

Incidentally I also preferred the English voices in Odin Sphere.

Do you honestly think he would say that just for the sake of saying subtitles will be available. The percentage of games that have them is still big and the trend of no subtitles started with HD games I think like with Assassin's Creed.

I wouldn't really count on it. Even Square with their big budgets and localization teams can't get Star Ocean or Infinite Undiscovery voice actors that sound any kind of decent.

Dunno.  If he meant Japanese audio then cool.

It's actually kind of a lazy job since the JP version has JP subtitles already, so all you'd have to do is type in new text and draw some new menus and minor text effects into English. There has already been a Chinese fan subbed version flying around on the net, fan subbed even with full menu texts and everything, lol, and I'm enjoying every minute of it =P. It'd cost them extra money to do English VO so if they don't do it, they are just trying to save money, ideally, they should do English VO while keeping the JP Voice in, which I hope would be the case, though I doubt most people will understand what's really going on anyways.

well, at least it has english, I hate hearing those high Japanese screeches >.
