All consoles are doing fairly pathetically everywhere. But the Wii is down horribly year over year. Don't try and defend sales that are clearly bad, it's a losing battle.

No big new Wii releases (except for Mario Kart which launched 2 weeks earlier) and a big PS3 release. Wii outsells PS3 5:1. There are no excuses (this is year over year). No matter how badly the Wii is doing or how sparse its release list is, it shouldn't be getting consistently outsold by the second place console. It...is...doing...proportionally badly. The PS3 may not be selling great in Japan either, but relative to the size of the market and the other consoles, it's doing great. Plus its sales are 200% of last year's, whereas the Wii is only about 40%.
