It will only stay [only possible on] Sony exclusive franchise until X720 comes out with same/better disc storage capacity and processor. Then it will go the way of the current GTA franchise.

Still a pretty sweet deal until then if it happens.

Reasons for a TPD to do exclusive content:

1. Moneyhatting.

2. There is only one system with the technical capability of handling the game.

3. There is no number 3.

it's a win-win situation if you exclude sales in the equation. Like it or not, Rockstar games sell better on the 360. (well, at the very least, it'll more than double the total volume sales of what PS3 exclusive would do. Instead of selling 1 million, it could sell 2+ with both console)
