Riddick is better just because he kicks so much ass on screen and in video games :P

I mean he's so good at stealth that he can see in the the dark without help from technology like ol Sam.

being a badass means he's a badass.

that doesn't make him the best stealth guy.

Agent 47 can be so stealth that no one ever even knows a murder took place. He can make all his kills look like natural accidents.

Therefore, he is the most stealth. For all the others, the bodies will eventually be discovered and they will know someone was there killing people (not nesesarily in the game, but assuming everything kept going after you finish the mission)
