No, it doesn't. That only works with Treaties set forward by the Council of Ministers. This is the European Parliament, which works like our own.
It won't get through, anyway, Eastern and Scandinavian MPs will vote "No", as will all of the anti-EU parties (parties like UKIP have a presence in the EP), and parties like the Green party, etc, who all have seats in the EP.
I really doubt this will pass. something like this severely goes against most of the Eu nations constitution, especially the part about the freedom to gain information. Funny that not a single thing had been even said about it in any news channel that i know of, you would figure that something of this magnitude would be quite catchy?
Of course i can't vouch for Polands representitives since most of them are self proclaimed defenders of christ himself and would probably agree to this just to get rid o porn.
I wonder if this will require a majority vote or would all the countries have to agree on the project to make it pass?

Why not? You already destroyed the so called free economy (as in the government) by going crazy socialistic with saving the banks. Of course that there such institutions like AIG that the world cannot afford to let it go bankrupt but the others?

Haha, Belgium will never accept this. Our goverment is way too weak to do something like that. Our goverment would fall yet again if they did something stupid as that. And our goverment has fallen a lot already :)

I keep bringing this up... PATRIOT Act. That is almost as bad as this thing, if not worse sine EVERYONE uses the things under the act, and it has already passed.

I think that rather representatives left side will vote for. They have much more experience with censoring people they don't like.
