No, it doesn't. That only works with Treaties set forward by the Council of Ministers. This is the European Parliament, which works like our own.

It won't get through, anyway, Eastern and Scandinavian MPs will vote "No", as will all of the anti-EU parties (parties like UKIP have a presence in the EP), and parties like the Green party, etc, who all have seats in the EP.
