Why your character cant talk?

and why the chat screen looks dull, like when a disaster just happene  and you talk a person and he sounds scared but he actually just have his hand cross and is chatting like normal.

Well your character may not talk about he/she does make grunting noises when attacking or when being attacked

The chat screen kind of fits the atmosphere of the game. I'm pretty sure a chat screen with shiny and clean detail wouldn't fit the game at all

it's a WRPG.

Well since it's a new company they might drastically improve the npc ai .. so i might.. i didn't play fallout 3 yet though.. but i heard it had the horrible ai from oblivion.

If the new Fallout game turns out to be good and any add-ons or dlc will be avalible for the PS3 version then yes

The thing with this is. It is a bethesda game. It is just going to be fallout 3 re skinned with new shit added to it. It will still feel like a bethesda game.
