is anyone going to buy the new "fallout : vegas" game for the ps3?

what i dont understand about Bethesda games are.
Why your character cant talk?

and why the chat screen looks dull, like when a disaster just happene  and you talk a person and he sounds scared but he actually just have his hand cross and is chatting like normal.
