I don't know if it was a mistake or not. But I do think Nintendo's strategy has been pretty clear.
Nintendo clearly thought that Microsoft was going to try to copy the wiimote; remember at this time last year there were many people predicting just that (and with that the doom of the wii). It turned out that MS' "casual strategy" consisted of just a few small items, and nothing on the scale of what Nintendo feared, but everything Nintendo has been doing mid-2008 through mid-2009 has been a reaction to the MS announcement which never happenned.
- Nintendo announced the wiimotion+ right before MS had their conference at E3.
- Nintendo spent every moment that had on stage in 2008 from E3 on focusing on casual games
- Nintendo wii releases in the back half of 2008 were all casual oriented
I think if MS had been serious about trying to get a piece of the casual market, then Nintendo would have looked like geniuses right now. But obviously MS wasn't serious, so whether that makes all this effort a mistake or not - who knows. Clearly by making the wiimote that much more powerful right now they have raised the bar for any attempts to copy them. No one can credibly say "its like the wiimote, only better" with out a controller out performing wiimotion+ come July.
