We see claims like this a lot about games like MadWorld and/or No More Heroes but is there really any evidence that this is true? Games like Killer7, Okami, Psychonaughts and Viewtiful Joe still struggled on previous generation consoles even though those consoles were positioned in a very similar way to how the current HD consoles are positioned in the market.
To be entirely honest, I think that people blame the Wii (and Wii owners) for a problem that exists across all platforms throughout all generations ... There are a certain number of good games (quite often new IPs in niche genres) that don't sell particularly well. When these games' budgets are reasonably small (No More Heroes comes to mind) the publisher and developer still see the small sales as being a success because they turned a profit off of it, at the same time when the budget is too large (Psychonaughts, Okami, or Indigo Prophecy) these games get seen as being a failure and can even force the publisher into bankrupcy.
I don't personally see why MadWorld would be more successful on the HD consoles and, if its budget was increased on the scale we see for most HD console games, the sales improvement couldn't possibly be enough to produce a healthier return on investment.
