Yes, but whatever animal eats those cubs is meant to by the natural food chain. Animals are not restricted...

Uhhh older men have married and had sex with 12 year olds for thousands of years. Society is restrictive, for the sake of safety. It is actually natural order for a man to have sex with the most fertile as possible woman (one in puberty), but we do not allow that behavior to manifest in society because of religious reasons and so forth...
As a related topic it is "natural" in society to be monogomous (unsure of the spelling). This goes against natural order as well.
And the photos were sent. Damage was done. And they were distributed to others. I would say that he already took one cub of the litter.
EDIT: as a supplemental information about myself: I believe that the ultimate goal of the human is to distance itself from its beginnings as much as possible, which means that I think we should overcome these natural tendencies.
