No it's not it starts April 4 on a national and 2 regional channels and a few days later on some local ones, about a dozen channels will broacast this anime which is pretty good. For comparison the new Full Metal Alchemist series (TV2) will be broadcasted on TBS and CBC (national TV) and MBS (Kansai region).

I only have a card saying what animes will run during spring time so I just assumed that it would have started :P
The new fma is gonna be interesting although it's a shame it's not a direct continuation and a remake instead.
